I got to the indicated point and there were no Stormcloaks, I went inside and there was only 1 Imperial soldier. The battle has all the characteristics of a 'standard' fort invasion. During the quest it may be occupied by either the Imperial Legion or the Stormcloaks depending on the Dragonborn's allegiance.
